UNIVERSIDADE BRASILEIRA, headquartered in Rio de Janeiro, will inform students of the processes

revalidation of diplomas in Public Universities.

 

PUBLIC UNIVERSITIES INDICATED FOR THE REVALIDATION OF DIPLOMAS

 

 

The Carolina Bori Platform is available to receive requests for Revalidation and/or Recognition of foreign diplomas. We advise you to carefully read MEC Normative Ordinance No. 22/2016, which provides for general rules and procedures for processing requests for revalidation of foreign undergraduate diplomas andthe recognition of stricto sensu postgraduate diplomas (master's and doctorate), issued by foreign higher education establishments. We also advise you to carefully read the items on the Carolina Bori Portal (https://carolinabori.mec.gov.br/), as there you will be able to obtain additional information, legislation, deadlines and frequently asked questions, etc.

 

The Carolina Bori platform is a computerized system created by the Ministry of Education (SESu and CAPES), for the management and control of Revalidation and Recognition processes of foreign diplomas in Brazil.

This platform brings together Public and Private Higher Education Institutions (HEIs) that, by joining, offer the necessary information for applicants (graduates) to request the Revalidation or Recognition of their foreign diplomas.

The platform facilitates the management and control of the flow of revalidation/recognition processes, in addition to greater interactivity between interested parties.

Through the platform, IES provides the applicant with the following information:  required documentation, courses and programs offered, simultaneous service capacity and fees for providing services. In this way, the applicant can choose the institution in which he will request the revalidation of the diploma for undergraduate courses and/or recognition of a Master's or Doctorate stricto sensu diploma.

Prerequisites of the COMMUNITY UNIVERSITY courses, which we believe are necessary for the revalidation of degrees.

 

  • The courses have disciplines equivalent to existing courses in Brazil.

  • The workloads are higher than in Brazil

  • The nomenclatures of the courses are identical to the existing courses in Brazil.

  • The completion documentation must be fully legalized for Brazil (apostille if it is from a country belonging to the Hague Convention.

  • Sworn translation of all course completion documentation.

  • Dissertation or bound thesis.

  • Curriculum of the professors who evaluated the course.

  • Syllabus and course content.

  • Enter the date determined with the revalidation process through the public notice provided by the university.

 

Is the Distance Master's and Doctorate Recognized in Brazil?

 

Yes, with the publication of RESOLUTION No. 7, OF DECEMBER 11, 2017, which in its Art. 03 Authorizes Distance Masters and Doctorates. In this way, there is no obstacle for the recognition of the completion documentation to occur.

 

What documentation is required to apply for revalidation or recognition of the  diploma?

According to CNE Resolution No. 03, of June 22, 2016, applicants   interested in revalidating their graduation diplomas must present, in addition toof the   information requested by the revalidating/recognizing institution, the following   documents registered by the foreign institution responsible for the diploma, from   in the country of origin, apostilled if your country   is a signatory to the Hague Convention (HCCH) or, in the case of a country that is not  signatory, authenticated by competent consular authority:

I – Copy of the diploma.

II – Copy of the school transcript containing the subjects or activities attended and  used in relation to the results of evaluations and frequency, as well as the  typification and use of internship and others research and extension activities;

III – pedagogical project or curricular organization of the course, indicating the contents or   the disciplines' menus and the activities related to research and extension, as well as the   process of completing the course, authenticated by the foreign institution  responsível for graduation;

IV – reports, articles or documents indicating the reputation, quality and  services provided by the courseand by the institution, when available and at the discretion of the  applicant. § 1 The hasThe validity period of the academic documentation referred to in this  artigo must be the same adopted by Brazilian legislation.

 

V – In the case of courses or programs offered in consortiums or other  collaborative arrangements between different institutions, the applicant must submit a copy of the  documentation justifying the cooperation or consortium, as well as   proof of eventual support from international or national funding agencies to the  collaboration project.

VI – In the case of a double degree obtained abroad, the applicant may request   recognition of the two diplomas by presenting a copy of the  documentation proving the existence of the dual degree program degree as well as  pedagogical project or curricular organization that gave rise to the double degree.

 

To recognize a postgraduate diploma, according to CNE/CES Resolution Nº  03/2016, it is necessary to present the following documents:

I – Registration containing personal data and, when applicable, information about  institutional binding that it maintains in Brazil;

 

II – Copy of the diploma duly registered by the institution responsible for  diplomação, in accordance with the legislation in force in the country of origin and;

 

III - copy of tese or dissertation with the approval record of the  examiner board, with a copy in a digital file in a compatible format, accompanied by the  following documents:

a) Minutes or official document from the institution of origin, containing the date of defense, if   the case, the title of the work, its approval and grades awarded; and

b) names of the participants of the examining board, if applicable, and of the supervisor   accompanied by their respective summarized CVs; c) If the home program   does not provide for the public defense of the thesis, the student must attach a document issued and   authenticated by the home institution, describing the evaluation procedures for  quality of the thesis or dissertation adopted by the institution (including blind evaluation  issued by an external reviewer).

 

IV – copy of the school transcript, describing the subjects or activities taken, with   the respective periods and total workload, indicating the frequency and result of the  evaluations in each subject

 

V – summary description of the research activities carried out, internships and copy   printed or electronically of the scientific works resulting from the  dissertation or thesis, published and/or presented at conferences or  academic-scientific meetings, indicating authorship(s), journal name and date of  publication and/or name and location of scientific events where the papers were  presented

 

VI – results of the external evaluation of the course or graduate program of the  institution, when it exists and has been carried out by public institutions or   duly accredited in the country of origin, and other existing information about the  reputation of the program indicated in documents, reports or reports.

The documents referred to in items II, III a, IV must be registered by a foreign institution responsible for the diploma, in accordance with the legislation   in force in the country of origin, apostilled in the case of their origin being from a signatory country   of the Hague Convention (CNJ Resolution nr.

 

Is it necessary to translate the documentation?

According to CNE Resolution No. 03, of June 22, 2016, the university may   request the translation of documentation, except in cases of lingua francas used  in an academic environment : English, French and Spanish.

 

Is it necessary to take exams/exams?

The application of tests or exams may happen in two contexts: for  complementation of the analysis, when there are doubts about the real equivalence of the  course or as a replacement for the analysis process of the documentation; and in the case of   foreign refugees in Brazil who do not have the documentation   required for revalidation, which mayo be submitted to a test of   knowledge, content and skills related to the complete course, as an exclusive   form of evaluation. The tests and exams must be given in Portuguese, organized and applied by the responsible institution.

 

Can I apply for revalidation at more than one institution at the same time?

No, the applicant, when requesting revalidation or recognition, must   sign an exclusivity term informing that he is not submitting the same  diploma to the process of revalidation or recognition the other institution   concurrently.

 

If revalidation or recognition is granted, will a new diploma be issued?

The diploma, when revalidated or recognized, must adopt the original nomenclature   of the degree obtained by the applicant, and must contain, in its own apostille,   when applicable, the related degree used in Brazil corresponding to the original grade.

 

How can I track the progress of the process? How can I know the content of opinion?

 

Educational institutions that adhere to the Carolina Bori Platform, prepared by  Ministry of Education to support the process of revalidation and recognition,   will be able to make the information available online , allowing  follow-up of the entire process and access to all relevant information. The   other institutions may provide in their procedures and internal rules the  measures for making such information available.

 

Is the apostille of a diploma equivalent to the recognition (or revalidation)   of it?

 

Do not. The apostille of a document concerns its authenticity. A   document apostilled by an officially recognized entity for this purpose, in a  Country signatory to thenvention, is considered authenticated, that is, its veracity is  confirmed.

 

However, this does not mean that it is recognized (or revalidated),  that is, declared equivalent to those granted in Brazil. To achieve the condition of  diploma recognized (or revalidated), the diploma, and all the documentation that the   accompanies, must go through the procedures defined in Resolution no. of  June 2016 and detailed by the ordinance of December 13, 2016, of the   of Education.

 

Can stricto sensu undergraduate and graduate diplomas obtained online in a  distance education (EAD) course be revalidated or recognized in Brazil?

 

Revalidation of undergraduate diplomas, in accordance with Normative Ordinance No. 21, of October 13, 2011/MEC, must be carried out by federal universities   duly accredited by the Ministry of Education, for the type of education at  distance; and who have an offer of a distance graduation course equivalent to what   refers to in the diploma under analysis.

 

The aforementioned ordinance only mentions  graduate courses, however, the recognition of foreign postgraduate degrees,   by Brazilian law, is done on a case-by-case basis, for Brazilian university that offers  equivalent course and is recognized by CAPES. We emphasize that the immediate objective   of the postgraduate course is to favor scientific research and provide the student with the   deepening of knowledge that allows him to reach a high standard of competence _cc781905-5cde- 3194-bb3b-136bad5cf58d_cientific.

 

In addition to these immediate interests, the purpose of postgraduate studies is   to offer, within the university, the necessary environment and resources for   to carry out free scientific research in which creation in the highest  forms of university culture can be affirmed. Taking these objectives into account,  Brazilian higher education institutions, in general, only recognize   those postgraduate diplomas, when the university itself offers a course _cc781905 -5cde-3194-bb3b-136bad5cf58d_similar and in the same mode. The only stricto sensu postgraduate courses   (master's and doctorate) in the blended modality authorized to operate in  Brasil are the professional master's programs in the national network.

The following CNE resolutions provide for stricto  sensu postgraduate courses offered in Brazil by foreign institutions, directly or through  agreement with national institutions:

• CNE/CES Resolution No. 2, of April 3, 2001

• CNE/CES Resolution No. 2, of June 9, 2005

• CNE/CES Resolution No. 12, of July 18, 2006

• CNE/CES Resolution No. 5, of September 4, 2007, which concludes that   diplomas obtained in this type of institution will no longer be subject to recognition in Brazil.

 

Which foreign courses or universities whose diplomas are   automatically recognized in Brazil?

 

In order to be valid in Brazil, all stricto sensu undergraduate and graduate[1] diplomas (masters and doctorates) obtained abroad must be  revalidated or recognized by a Brazilian higher education institution _cc781905 -5cde-3194-bb3b-136bad5cf58d_regularly accredited and who has a course in the same area of knowledge.

 

How can I find out if my foreign course is recognized by MEC?

MEC is not responsible for recognizing foreign courses or universities. It   recognizes only Brazilian courses and universities. Foreign  higher education and research institutions must be legally recognized and constituted for   this purpose in their countries of origin.

NOTE: This is a very common question. The answer above is OFFICIAL and appears in  question nº 23 of the FAQ of the Carolina Bori Platform of the Federal Government of Brazil.

 

Therefore, there is no listing in the MEC do Brasil database of Universities  Estrangeiras, just as question no. in person in agreement with  Brazilian Institutions will NOT be Revalidated or Recognized!

 

What fees do institutions charge to revalidate/recognise my diploma?

Each institution establishes its own fee amount and payment method. These data   are informed in the specific rules of each institution, on the Carolina Platform  Bori, or on their websites.

 

How soon can I receive the result of the analysis of my order?

 

The process of revalidation and recognition of higher education diplomas obtained   abroad must be admitted at any date by the institution, as of  implementation of the procedures provided for in CNE Resolution no. 03, of 06/23/2016, and  concluded within a maximum period of up to 180 (one hundred and eighty) days, counting from the date of  issuance of the protocol at the institution revalidator/recognizer responsible for  process or equivalent electronic record
